SUMMARY
Provides secretarial and clerical support to assist the County Commissioner with administrative aspects of the office. Acts as liaison with constituents, other elected officials, county employees and general public.

DUTIES AND RESPONSIBILITIES
Screens telephone calls; provides assistance and information within scope of responsibility and knowledge; takes messages; reviews and processes incoming mail; takes and transcribes dictation of correspondence, memos, etc.; may compose correspondence or memos for commissioner's signature; types and/or prepares correspondence, memos, reports, forms, requisitions, invoices and other documents; schedules appointments; sets up meetings; maintains calendar of appointments, meetings, and other activities; communicates with road personnel and other departments outside the Courthouse by means of two-way radio; maintains and updates office files and records; prepares court agenda file for weekly Commissioners Court meetings; maintains adequate inventory of office supplies; maintains and prepares payroll records for salaried employees; checks and approves invoices; monitors and documents expenditures; makes travel arrangements and accommodation reservations for out-of-town seminars, conferences and meetings; prepares cash advance requests and expense forms as needed; attends Commissioners Court meetings to take notes of proceedings if Commissioner is unable to attend; plans and coordinates public ceremonies and functions, as requested; performs other job related duties as directed.

WORKING CONDITIONS
Work is performed primarily in a climate controlled private office environment which is readily accessible to the general public and other employees; must be available to work 8:00 a.m. to 5:00 p.m., Monday through Friday, overtime when necessary.

SUMMARY
Manages the overall daily operations and personnel of the Precinct Roads & Bridges Department, which functions to construct, repair, and maintain county roads and bridges, drainage ditches and culverts and other county property within the precinct. Acts as a liaison for the Commissioner with members of the public and with County Departments.

Plans and schedules all department work; prepares daily work schedules; meets with Precinct Foreman to discuss and review jobs, materials needed, and assignments of labor and equipment; makes regular daily checks of work in progress, completed work, and work to be done; routinely checks road and drainage conditions throughout the precinct and the condition of other county properties maintained by the precinct including the service centers; reports to the County Commissioner daily to discuss precinct projects and other business, resolve problems, and receive directions; ensures that materials and equipment are available for scheduled jobs; contacts vendors to confirm delivery; meets daily with mechanic regarding vehicle and equipment repairs, supplies required, etc.; provides overall supervision of precinct personnel; responds to needs of employees and strives to ensure safety; develops procedures and establishes priorities; trains employees; schedules work and approves time off; counsels and disciplines; appraises individual employee performance; recommends salary adjustments; responds to complaints and requests from the public; orders materials and other supplies needed for the precinct; checks invoices for all expenditures; maintains daily records to determine current status of the budget; participates in budget preparation; attends meetings and workshops; conducts workshops for crew; addresses various citizen groups, organizations, officials, or other interested parties to inform them of the progress and services of Roads & Bridges Department.

Bachelors degree preferred but not required.

Meets with Superintendent to discuss and review daily schedule; prepares daily work orders; coordinates job operations; assigns labor and equipment; determines materials required for scheduled jobs and estimates quantities; makes sure that the right materials and correct amounts are delivered to job sites, as needed; checks status of all work in progress daily; obtains equipment or material, if needed; checks completed jobs; conducts and coordinates utility pipeline etc. locates for road and drainage jobs, makes sure vehicles and equipment are inspected daily to determine if all are in proper working order; makes safety checks; requests necessary maintenance and repairs for vehicles and machinery; checks with mechanic daily regarding status of repairs; makes routine checks of road and drainage conditions and traffic signs throughout the precinct; responds to requests and complaints from the public; drives a variety of vehicles and is knowledgeable in the operation of heavy equipment and the skills necessary for road work.

SUMMARY
Under direction of the Superintendent and Foreman, leads a crew of Equipment Operators and Utility Maintenance Workers in performing skilled and unskilled maintenance activities in performing the construction, repair and maintenance of roads, bridges and facilities in Precinct 1.

Upon receiving assignments, estimates and gathers materials and equipment necessary to complete the work; leads, directs and participates in all work performed by the crew; troubleshoots problems; inspects roads while en route to and from job site and reports problems to the Foreman and Superintendent; trains crew members on the use of equipment; operates light and heavy equipment and performs various manual tasks; assists during emergency situations (floods, hurricanes, accidents, etc.).

SUMMARY
Services, performs preventive maintenance, and repairs all vehicles, mechanical equipment, and machinery used by the precinct to insure that it is in safe and efficient operating condition.

DUTIES AND RESPONSIBILITIES

Checks to assure that all equipment to be used each day is started, serviced, and in working condition; repairs flat tires and makes minor repairs in order to get equipment working properly; drives to job sites to change flats and make minor repairs; inspects all vehicles and equipment at regular intervals to assure safe, efficient operation; performs recommended preventive maintenance procedures; performs routine maintenance on automotive equipment which includes changing oil, lubrication, tune-ups, replacing hoses and batteries. Services and repairs both gasoline and diesel engines, electrical systems, transmissions, carburetors, hydraulic systems, brakes; does body work and paints equipment, as necessary; does welding to repair and fabricate parts; repairs all equipment, as required. Prepares cost estimates of repairs; confers with Foremen and/or Superintendent; orders parts; picks up parts when they come in, if necessary. Confers with operators and drivers regarding problems with malfunctioning equipment; determines what is necessary to restore proper operation; keeps inventory of parts, tires, tubes, oil, lubricants and fluids; requests replacement supplies, as needed. Makes traffic signs; puts signs out. Drives truck and trailer to pick up equipment at job site; drives and operates all equipment, as needed.
